Dev console (like in Dev builds of Forza games)

To add a dev console based on the functionalities present in dev console in dev build.

This would be helpful in mod testing and for creating video content with the game.

It should let you to:

•change ToD;

•tp to car meets;

•spawn choosen car from all available in games;

•spawn NPC car;

•spawn AI Drivatar;

•trigger game events;

•add all cars to the garage;

•delete them;

•delete, reload liveries;

•stop time;

•force weather;

•reload shaders;

•trigger animation;
